President Obama and First Lady Michelle Obama are also scheduled to attend the ceremony Tuesday in Texas.
Xiong, 23, one of 13 killed in the rampage, was scheduled to deploy to Afghanistan next month. A family member said he was "psyched," about serving in Afghanistan, where his brother, 18-year-old Nelson Xiong, is deployed as a Marine.
