Ginny Black, the longest-serving member of the Plymouth City Council, recently announced that she will resign from her council seat as of Sept. 30. The City Council will appoint a Fourth Ward resident to serve the remainder of Black's term, which will expire on Dec. 31, 2014.
The council will accept applications through Sept. 5, and review applications and select finalists on Sept. 10. Council members will interview finalists on Sept. 17, picking someone to serve either that evening or on Sept. 24. The appointee will take the oath of office on Oct. 8.

Black, who has represented Fourth Ward residents in the northeast area of the city for nearly 18 years, is leaving the council as she retires from her full-time job with the Minnesota Pollution Control Agency.
She says retirement travel plans would interfere with her ability to attend council meetings.
