Metro area waste-to-energy facilities had enough excess capacity last year to handle about 14 percent of the Twin Cities trash that went to local landfills. Two of those facilities, in Elk River and downtown Minneapolis, generate power on site. The others grind and process trash before sending it to Xcel Energy to be incinerated.
