The Lakeville City Council on Monday unanimously approved a new city administrator, filling a position that has awaited a permanent replacement for nearly four months.

Justin Miller, current city administrator for Mendota Heights, was chosen from a group of three finalists who emerged from a pool of about 45 applicants.

Miller joined Mendota Heights in 2011 after five years in the same position in Falcon Heights. He was previously assistant city administrator in Chanhassen for four years.

Council members praised Miller for his vibrant personality and clear-cut responses during a rigorous interview process. Each of the three finalists was strong, members agreed, but they said Miller was the best candidate for Lakeville.

"He really knows Minnesota and he really knows Dakota County," said Mayor Matt Little, noting Miller's consistency throughout the process. "I think his local knowledge and demeanor will be a really good fit here."

The search began in July after Steve Mielke, who had served as administrator for 10 years, left to become physical development director for the county.

Allyn Kuennen, Lakeville's administrative services manager, served as interim city administrator.

Council members hope to see Miller start Jan. 1, but intend to see him transition in the following months. "I think he'll hit the ground running," said Council Member Kerrin Swecker.
