The calculations exclude two multimillion-dollar settlements -- the $4.5 million Duy Ngo and the $2.19 million Dominic Felder cases -- that far exceed typical payouts. If those cases are included, the averages rise to $98,512 and $153,939. The Star Tribune's analysis did not include incidents from 2010 and 2011 because of cases yet to be resolved.
