Rising apartment rents aren't just an urban phenomenon. The ten counties with the steepest rent increases are all in outstate Minnesota, according to a report on the state of the rental market in Minnesota released Tuesday morning by the Minnesota Housing Partnership. The wide-ranging report says that nine outstate counties have seen rent increases of 30 percent or more since 2000. At the same time, the median renter income across the state has fallen 17 percent.
