Cost: This measure ties all the other data together, estimating retail costs to the consumer associated with consumption within each sector of energy, water, travel and waste. Lake Elmo led all 20 cities with a total cost of $4,832 a year. Again, there was little difference between Oakdale, at $2,967, and Woodbury at $2,944. The 20-city average was $3,333.
