Judge LaJune Thomas Lange and Fransie Cooper, South Africa's consul political from Chicago, signed the "Book of Honors and Tributes" Wednesday to honor Nelson Mandela as a kickoff to Nelson Mandela International Day in celebration of his 95th birthday Thursday.
