Devney, Judy L. died February 6, 2016. Survived by husband Jack; son John (Carmen and children Katherine, John and James); daughter Elizabeth Brandel (Joe and children Odelia and Cullen); son Joe; and brother Bruce Higgins (Rebekka). Predeceased by father Milton, mother Irene and brother Kent. Judy was born in Mandan, North Dakota on December 7th, 1941, Pearl Harbor Day. She graduated from Bismarck High School and Hamline University. She was a staunch supporter of equal rights for women and was named the first director of the women's division of the Minnesota Department of Human Rights under Governor Harold Levander. Judy was a proud moderate Republican and member of the Republican Workshop. She worked tirelessly and enthusiastically as a volunteer and staff member for the Mahtomedi Public Schools. Judy and Jack moved from Mahtomedi to Shorewood in 2012 to be near their daughter, son-in-law and grandchildren. Judy was known for her incisive mind, her wit and her kindness. She deeply loved her family and was greatly loved by them. Mass of Christian Burial 11am Saturday, February 13th at St. Therese Catholic Church, 18323 Minnetonka Boulevard, Deephaven, MN 55391. Family will receive friends at the church from 10am-11am. A luncheon will follow the mass. A private burial will be held in the spring.
