Mayor asks council to extend state of emergency

Mayor R.T. Rybak has requested the City Council extend his powers to set a curfew and maintain a police presence

Mayor R.T. Rybak first declared a state of emergency after Sunday's tornado, but without a council resolution, that lasts only 72 hours. So the Minneapolis City Council will meet in emergency session Tuesday at 9:30 a.m. to vote to extend the emergency declaration indefinitely, allowing the curfew and other emergency measures to stay in place until city officials decide the neighborhood no longer needs it.

The council's ratification of the emergency declaration also serves as a request to Gov. Dayton to make a state declaration of disaster, city spokesman Casper Hill said. That in turn is the precursor to large-scale federal help that follows a presidential disaster declaration.

Here are the mayor's initial emergency declaration, his letter to the council and the proposed resolution.
