AMONG THE FINDINGS

The report relied on interviews with 75 Metro Transit employees, including police staff at all levels. While the report said "a significant number of police department staff are dedicated, eager, loyal ... public servants," it cited numerous problems.

• "Lack of accountability at all levels."

• "Confusion and negative perceptions contribute to decreased morale ... reduced quality of service to the public."

• "There does not appear to be anyone with responsibility ... for technology."
