Let's be clear: Mark Dayton hasn't won the governor's race. He isn't governor-elect and will, at very, very least, have to wait until a recount completes in December to know if he will ever take office.

But the man who is ahead of Republican Tom Emmer by 9,000 votes sure is putting out signs that he expects to be Minnesota's next governor.

On Thursday he set up a new Web site asking for Minnesotans input on his transition.

"While our elections officials work diligently to confirm the results of the November 2nd election, I am working hard every day to ensure that, when a winner is declared, I am prepared to lead from day one. The challenges facing us and our State simply cannot wait," Dayton said on the Web site's welcome page.
