A Twin Cities woman with a blood-alcohol concentration registering four times the legal limit for driving was cited in St. Paul on Thursday for drinking underage while the two children she was baby-sitting played in the water at Lake Phalen.

Kathryn S. Wegwerth, 20, was arrested about 2:25 p.m. at 1400 Phalen Boulevard for drinking in public and for underage consumption. Witnesses called police because Wegwerth was drinking while the two boys, between 6 and 10, played in the water off the beach.

Wegwerth was taken to detox, where her blood-alcohol concentration registered at 0.35, according to a police report.

"Officers observed her to be very unsteady on her feet, and her eyes were very red, watery and bloodshot," police spokesman Andy Skoogman said. "There was a strong smell of alcohol coming from her breath."

Officers found a 1.75 liter bottle of spiced rum in her purse, he said. It was 3/4 empty. It's unclear how much of that was consumed at the beach.

The children were turned over to their mother, who arrived at the scene. Wegwerth is friends with the mother, police said.
