Mayor R. T. Rybak today announced a review of the city's youth violence prevention efforts, nearly five years after surging juvenile crime prompted Minneapolis leaders to target the problem. Since 2006, the number of youth involved in juvenile crime has declined 59 percent. But that is not enough, Rybak emphasized at a news conference in the recreation center of North Commons Park, where he was joined by Police Chief Tim Dolan, Council Member Don Samuels, and NFL player E. J. Henderson. Rybak said he has asked attorney Andy Luger, of the firm Greene Espel, will begin a pro-bono review of the city's youth violence prevention efforts, particularly the Blueprint for Action. That strategy has sought to put a trusted adult in the life of every child, intervene at the first sign of risk, rehabilitate children and change the culture of violence. "It's time to take a good hard look at what we've been doing and figure out how to do it better," said Luger, who will work with the Washington, D.C.-based Police Executive Research Forum. Luger, a former assistant U.S. Attorney, was also appointed in 2009 as co-chair of the Metro Gang Strike Force Review Panel, which last year issued a report finding widespread misconduct among force members who took home property seized during police operations. Also at the event, Rybak showed a new public service announcement from Henderson that will be aired on the city's public access channel and www.mayorsagainstillegalguns.org/football. "I'm troubled by the gun violence in our community," Henderson says in the video. "We all need to come together to help protect our youth. If you see or hear about an illegal gun, don't hesitate to say something about it."
