The all-day budget negotiations between Gov. Mark Dayton and the Republican legislative leadership are on.One day after complaining that Dayton had abruptly changed the framework for the all-day Friday and Saturday budget negotiations, Senate Majority Leader Amy Koch said Thursday she would attend the sessions that are aimed at averting a state government shutdown."While I'm frustrated by Governor Dayton's decision to break the terms of our meeting schedule, I will participate in the budget meetings as scheduled for Friday and Saturday," Koch said in a statement. A spokeswoman for House Speaker Kurt Zellers said Thursday that Zellers also planned to attend. Republicans said that, after agreeing Wednesday that the talks would only involve the DFL governor, Koch and Zellers, Dayton then invited Senate Minority Leader Tom Bakk and House Minority Leader Paul Thissen, both DFLers. Koch said late Wednesday that, based on Dayton's decision to also invite the DFLers, she was not sure the meetings would still be held. "On multiple occasions, Governor Dayton has reneged on hand-shake agreements during negotiations and yesterday's developments were just the latest example," Koch said Thursday. The negotiating sessions will take place with just seven days remaining before a state shutdown of many government services would begin July 1. It would be the second time in six years Minnesota has had a state government shutdown. Dayton spokeswoman Katharine Tinucci defended the governor's decision to invite the DFL minority leaders. The governor "insists on the right to bring to the meeting the people necessary to negotiate a fair and balanced budget solution," she said.
