Minneapolis Mayor Betsy Hodges will deliver her second budget Wednesday at City Hall.

All eyes will be on her proposed increase to the tax levy, which unlike a tax rate represents the amount the city collects from taxes. The precise impact on homeowners will be buried in the details, since the levy will be spread out over the city's growing tax base.

Last year Hodges proposed a 2.4 percent increase, but the City Council trimmed it to 2.1 percent in December. What was ultimately dubbed the "Latte Levy" for its small per-home savings arose in part due to pressure from constituents in wealthier areas of the city.
