NEW BUSINESSXcel Energy Inc., Minneapolis, has reached an agreement with Bechtel, San Francisco, to provide engineering, field engineering and construction services at the utility's Monticello and Prairie Island nuclear generating plants. As part of a five-year contract , Bechtel will establish on-site engineering, construction and project controls staffs at each plant.
FamilySearch International, Salt Lake City, has signed a pilot agreement with U.S. Bancorp, Minneapolis, to evaluate Secure Vault Payments as an online payment option for FamilySearch.org patrons to make online donations.
DEBT AND EQUITIESCapella Education Co., Minneapolis, said that its board of directors has authorized an increase of the existing share repurchase program by $65 million up to an aggregate of $113 million. This includes the $48 million remaining authorization as of Dec. 31 under the previous share repurchase program.
Winmark Corp., Minneapolis, said that its board of directors has authorized a 500,000-share repurchase in addition to the 40,000 shares remaining under an existing board authorization. The new authorization equals about 10 percent of Winmark's current outstanding shares.

Twin Metals Minnesota, St. Paul, appointed Bob McFarlin as vice president of public and government affairs and Dan Colton as vice president for legal affairs. McFarlin previously was a vice president in the corporate, community and public affairs practice in the Minneapolis-St. Paul office of Weber Shandwick, and was assistant commissioner for policy and public affairs at the Minnesota Department of Transportation from 2003 to 2008. Colton earlier was a partner at the Minneapolis law firm of Leonard, Street and Deinard.
