Solar Rewards: Xcel program offering one-time incentive payment of $2.25 per installed watt. Details at www.xcelenergy.com.Minnesota Bonus: State-mandated Xcel-only rebate for installing Minnesota-made solar photovoltaic panels. Systems by TenKsolar of Bloomington qualify, but are primarily for commercial applications. Another manufacturer, with a residential product, is opening a Minnesota plant. Federal 1603 credit: Available to all businesses under the federal stimulus program through 2011. Details at www.startribune.com/a446.
