Officials release identity of surveyor fatally hit by SUV while working on Twin Cities road

Sheriff says “drivers must always remain alert and attentive to help prevent tragedies like this.”

A road surveyor was struck by a driver and killed in Scott County, officials said.

The crash occurred about 11:50 a.m. Monday on a rural stretch of Texas Avenue in New Market Township, the Sheriff’s Office said.

A 58-year-old man from Lonsdale, Minn., was heading north on Texas near E. 230th Street and hit the worker, according to the Sheriff’s Office.

Several passersby stopped and provided immediate aid to the man until emergency responders arrived, but he was pronounced dead at the scene, the Sheriff’s Office said.

The victim, an employee of Burnsville-based Hill Inc., was identified late Tuesday afternoon by the Hennepin County Medical Examiner’s Office as Joseph T. Norgaard, 44, of Minneapolis.

“While lives have been thrown into chaos, one thing is clear: Joe is loved by so many people and has touched so many lives,” read an online fundraising campaign started on behalf of his wife and two sons. “The calls and messages of support have been overwhelming.”

The driver, Nicholas Steven Scherer, did not appear to be impaired by drugs or alcohol at the time of the crash, officials said.

“This is a tragic incident, and our thoughts are with the victim’s family and loved ones,” Sheriff Luke Hennen said in a statement. “Whether it’s a pedestrian, a bicyclist, or someone working along the roadway, drivers must always remain alert and attentive to help prevent tragedies like this.”

Hennen, addressing the possibility that cellphone use played a role in the crash, said Tuesday that investigators will “look into digital evidence available at these types of scenes to determine if other factors contributed to the crash.”
