Five cities in or on the border of Minnesota made Money magazine's list of the "100 Best Places to Live and Launch." The magazine said it went searching for "towns with the best mix of business advantages and lifestyle appeal."

Minneapolis came in 23rd, with Money citing the city's financial support for entrepreneurs and scenic lakes as pluses. The downside: high taxes.

Next were:

Fargo: 24th (pro: low cost of living; con: winter).

Sioux Falls: 45th (pro: business-friendly tax structure; con: long drive from major cities).

Rochester: 53rd (pro: heaven for biotech startups; con: winter).

St. Cloud: 75th (pro: great transportation access; cons: winter, high commercial tax).
