Details: Elk River-based Guardian Angels Senior Services, which owns and operates senior housing facilities in five communities northwest of the Twin Cities, received preliminary approvals for a new project in Otsego.

The care provider announced its plans to construct Riverview Landing, a senior housing facility in the city's Waterfront East planned unit development area on the Mississippi River, just south of the Hwy. 101 bridge. A concept plan for a 139-unit, 45,000-square-foot building was approved by the City Council late last year.

The Waterfront East area was once envisioned as a large-scale retail center, but market forces now favor multifamily housing. City officials backed the switch in uses citing a priority goal of landing much-needed senior housing, a first in Otsego.

The concept plan, developed by Pope Architects, calls for 15 studios within a memory care section, 88 one-bedroom units and 51 two-bedroom units. Amenities would include indoor parking, theater, lounge and screened porches offering views of the adjacent Carrick Waterfront Park.

Guardian Angels aims to break ground in 2017 following necessary site plan and other reviews. The nonprofit firm also operates in Albertville, Becker, Coon Rapids, Elk River and Zimmerman.
