A female motorist waiting at a red light in St. Paul Tuesday afternoon used her cellphone to catch a repeat flasher who heckled her while masturbating.

Randy A. Limbag, 27, allegedly exposed his penis to the woman while sitting in a nearby car, according to a charge filed Wednesday. Limbag, of St. Paul, is charged in Ramsey County District Court with one count of indecent exposure.

Court records show that Limbag is on probation for an indecent exposure conviction from 2013.

According to the complaint filed Wednesday: The woman was at the intersection of Lexington and Summit Avenues about 1:06 p.m. when Limbag accosted her. He told her that she "looked really nice," and then asked her a lewd question.
The woman saw that Limbag's penis was exposed, and that he was masturbating. She took two photos of him with her cellphone, wrote down his license plate number and called police, the complaint said.

Police found Limbag at his apartment in St. Paul. His car, still warm, was parked out front.

"At first the defendant denied the accusation and said he had not left the house all day," the complaint said. "Later, the defendant said he 'was sorry' and that he 'needed help.' "

Limbag was arrested that day and is being held at the Ramsey County jail on $6,000 bail.

In October 2013, he pleaded guilty to indecent exposure for exposing his penis to a female resident at his apartment complex and masturbating. Limbag and the woman were in an elevator at the time.

"...he was very intoxicated and was returning from breakfast," according to the 2013 complaint.

Limbag was sentenced in December 2013 to 90 days in the Ramsey County workhouse, which was stayed for one year probation. Conditions of his probation include chemical dependency treatment, abstinence from alcohol and drugs, random testing and orders to remain law-abiding.
