What's in the budget bill?

The budget bill cuts about $312 million of the state's projected $1 billion budget deficit. Some key details:

$105 million cut in aids and credits to cities and counties.

$33 million cut in state government, including the Legislature, the governor's office and departments.

$47 million cut to the University of Minnesota and the Minnesota State Colleges and Universities system.

$12 million cut to the justice system, including Supreme Court, Court of Appeals, District Courts and the board of public defense.

SOME KEY DETAILS OF THE TAX-BREAK BILL:

A refund of up $125,000 for an investor in small Minnesota businesses, with a maximum of $1 million per business.

A 20 percent tax credit or grant for someone who restores a historic building.

Retooling tax breaks for the expansion of the Mall of America.

Makes the Ford Motor Co. plant in St. Paul a JOBZ zone, exempting it from a variety of state and local taxes.
