County and city property tax levy increases capped at 3.9 percent a year for three years.

A NEW RAIL LINE

$70 million will be borrowed for the Central Corridor line, attracting $450 million in federal funds.

MORE COVERAGE

About 12,000 more Minnesotans will get health insurance, 7,000 through public programs.
