A surveillance camera that captured the moments leading up to police fatally shooting a 21-year-old man in the city of Ramsey corroborates the officers' account of the fatal encounter, according to a search warrant.
The video, captured by a camera at the Learning Lodge Daycare Center, reflects accounts from Ramsey police and witnesses that Chaz Michael Havenor ran from officers and pointed a gun at them before he was shot. Havenor was under the influence of methamphetamine at the time, according to witness statements chronicled in the warrant.
Ramsey police officers Jerad Dixon and Richard Webb shot and killed Havenor during the encounter in the day-care center's parking lot on Aug. 28.
The Minnesota Bureau of Criminal Apprehension investigated the shooting, with BCA special agent Chris Olson describing the event in a search warrant.
The video captured the chase and Havenor extending his right arm toward police, the document said. After the shooting, an officer kicked the gun from Havenor's hand, then rendered medical aid, according to the warrant. Havenor died at Mercy Hospital in Coon Rapids about a half-hour after the shooting, according to the Midwest Medical Examiner's Office.
According to the warrant, day-care staffers called police to report suspicious activity in a car in their parking lot around 3 p.m. that day. Officer Dixon arrived first, and Webb arrived minutes later.
The two pulled up to the car and questioned its three male occupants, who appeared to be under the influence of drugs or alcohol, the warrant says. They were "fidgety, anxious and disorientated" and did not have clear answers about why they were in the parking lot, the warrant says.
When Havenor jumped out of the passenger seat and ran from the officers, they gave chase. Havenor ran toward the day-care center, ignoring police commands to stop. Officers shot Havenor when he pointed a handgun at them. He was about 10 feet from the day-care center when he was shot, according to the warrant.
