Van driver runs over, kills toddler playing in snow at western Wisconsin home

The driver was moving his vehicle so he could finish plowing his drive, authorities said.

A toddler playing in the snow with other children at a neighbor's house in western Wisconsin was run over by a van and killed, authorities said Tuesday.

The incident occurred late Monday morning in Farmington Township. The Polk County Sheriff's Office identified the toddler as Abraham Flynn, age 1½.

The driver, 54-year-old Arthur Elmquist, lived at the home in the 500 block of 280th Street and was moving the large panel van so he could finish plowing snow from the circular drive, Sheriff Peter Johnson said.

Elmquist "did not see the child enter the driveway," a statement from the Sheriff's Office read. Johnson said there so far is "nothing definitive" to indicate whether the driver will be charged.

"The investigation is ongoing, and we will send it to the [district attorney] for his review upon its completion," the sheriff said.

The boy appeared to have been run over by the rear tires, the Sheriff's Office statement continued, indicating that the van was backing up at the time.

Abraham's mother brought him and her other children to their neighbor's home that morning, and they "were playing out in the snow at the time" the child was run over, the statement read.

The boy was taken in a private vehicle to nearby Osceola Medical Center and then flown to Regions Hospital in St. Paul, where he died.
