Tom Waits is the best thing about the Coen brothers’ new film on Netflix, “The Ballad of Buster Scruggs,” but he’s even more magnetic in concert. “Austin City Limits” reruns a 1978 performance — one that’s become something of a holiday tradition — with the singer-songwriter croaking his version of a noel: “Silent Night”/“Christmas Card From a Hooker in Minneapolis.”
