Today at the Capitol

Flood day, spin day and (maybe) stadium day.

On a day when a lot of state officials are focusing on the rising waters of Minnesota's rivers, it's the end of the week in the week when sponsors of a Vikings stadium bill said they'll (finally, belatedly) introduce the legislature that could make that happen. Stay tuned.

Gov. Mark Dayton will convene the state's Executive Council Friday afternoon to extend for a month the state lof emergency he declared this week in anticipation of the flooding that's expected to begin cresting this weekend. It's basically an administrative action required by state law.

Later, he's heading to Stillwater, where the St. Croix River is rising, to take a look at flood preparations.

Meanwhile, legislators from western Minnesota are planning a tour of their own to Moorhead and Breckenridge to view flood-fighting efforts, as the Red River and its tributaries keep climbing toward their crest, expected this weekend.

Dayton also planned to hold a press conference to signal his signing of three executive orders relating to energy efficiency, sustainability, and job creation. House members will hold what appear to be several committee hearings on relatively minor bills. The Senate's done for the week. And legislative leaders from both parties were planning to hold their weekly spin sessions with the Capitol press corps, most likely focusing on the wrapping up of the Republicans' budget bills.
