The latest: Minnesota's Leech Lake and White Earth bands plan to fish illegally before the season.

Why? The bands say they are guaranteed hunting and fishing rights by 19th-century treaties.

The history: Just over a decade ago the Mille Lacs band of Ojibwe won a similar claim in a landmark U.S. Supreme Court case.

What's next: The bands want to negotiate with the state.
