THE DAY'S COURT ACTION

On Monday, the Supreme Court:

• Upheld a federal law making the promotion of child pornography a crime subject to a mandatory five-year prison term. A separate provision of the law also makes possession of child pornography a federal crime.

• Ruled in favor of long-standing state tax exemptions for municipal bonds, under which 42 states do not tax interest on their own bonds while requiring residents to pay tax on interest on bonds issued by other states.

• Reinstated an explosives charge against Ahmed Ressam, who was convicted of plotting to detonate bombs at Los Angeles International Airport.

• Said a man with a long criminal record deserves a lengthy prison term under provisions of the federal Armed Career Criminal Act.

• Lifted stays of execution for Christopher Scott Emmett of Virginia and Mark Dean Schwab of Florida.
