This winter's first big blast has frosted rooftops and roadways with a slathering of lumpy white. Snow emergencies have been declared in Minneapolis and St. Paul. As my colleague Bob Von Sternberg reports, hundreds of Twin Cities denizens awoke this morning to find their cars spirited away to make room for snowplows. But this year, some predict the snow will hang around longer because the cities can't afford the same level of service, my colleague Chris Havens reported.
