State agreed with FBI to keep quiet about cell-phone tracking

The Bureau of Criminal Apprehension released its records after the Star Tribune appealed their denial.

It took six months and intervention by our lawyers, but the state Bureau of Criminal Apprehension released its contract with Harris Corp. and the agreement it signed with the FBI that pledges to keep quiet about the cellular exploitation technology.
