A letter sent Thursday by two Republican legislators detailed the latest version of the plan, including:

• A roof.

• A Minnesota Stadium Authority, which would own the stadium and pick the site.

• $300 million in state money, with at least $30 million a year.

• New fees and taxes to raise that money, including a sports memorabilia tax, stadium naming rights, a lottery game and a pro football player income tax surcharge.

• A requirement for the Vikings to pay $1 for every $2 paid by state and local governments and to cover cost overruns.
