Starting in 2015, recycling will be required at community festivals, block parties, parades, races and assemblies, under two ordinances passed last week by the St. Paul City Council.
Two months before an event, permit holders will have to give the city a written plan outlining the kind of waste expected and how they plan to collect and dispose of recyclables.
Within 30 days after the event, organizers will have to provide proof that the recyclables were delivered to an appropriate facility.
The council also passed an ordinance that allows organic waste — paper and food scraps such as banana peels, coffee grounds and half-eaten fruit — to be dropped off at Ramsey County yard waste sites for composting outside the city. St. Paul has four such sites, all operated by the county. That ordinance will take effect this spring.
