"Smelly underbelly"

New phrase takes root on the House floor

A new phrase is going around the Minnesota House floor: "smelly underbelly."

DFL Rep. Al Juhnke first used it to describe the process that happens over the state's borrowing bill, which is up for floor debate Thursday. Juhnke was protesting the bill's lack of inclusion of a veteran's facility in outstate Minnesota.

Then, GOP Rep. Torrey Westrom picked it up.

"There's a smelly underbelly to this," Westrom said. He was protesting the inclusion of projects in the nearly $1 billion measure.

The phrase set off a brief discussion on Twitter (in which your humble correspondent expressed her delight at the phrase.)

Debate on the measure is expected to continue for a while. Will we hear "smelly underbelly" again?
