Should computers have a lemon law?

A woman told Whistleblower that she purchased a laptop computer in October 2010 and the hard drive has "gone out" on her three times since.
It was under warranty and was repaired, but the repairs left her without use of the laptop for about one month each time.
"The thing is a lemon but they will not give me a new machine or refund my money," she said. "The warranty is about to run out. No doubt that the hard drive will fail again and I'll be out a grand. There is a lemon law for cars. There should be a lemon law for electronics."
The lemon law gives consumers certain rights if they've bought a vehicle that turns out to be defective.
Should buyers of lemon electronics get those rights?
