This reflects second thoughts on my previous post about the cat ordinance.
Briefly, for me it comes to this:
Focus on cat owners who (1) let their cats run freely outdoors, and (2) get tired of their pet and abandon it.
If you can license dogs and adopt lease laws and force people to carry home little plastic bags of pooch droppings, what's wrong with some laws for cats? Cat owners should not be able to have it both ways. Keep kitty out of the grave by keeping kitty inside.
In an ideal world we would license cats and require them to be kept indoors. We would make identification of a lost cat surefire by requiring the owner to pay for a computer chip placed under the cat's skin. With investment and identification might come responsibility. It eventually would make Trap-Neuter-Release a non-issue.
Because the real problem isn't cats. The problem is people.
