Richfield police have placed a second officer on paid administrative leave and called in the Minnesota Bureau of Criminal Apprehension (BCA) to investigate an incident in which a Richfield officer was seen on video striking a young Somali-American man.

In a news release Wednesday, the department said it had called in the BCA to conduct an independent investigation into the Oct. 3 incident in order to avoid a conflict of interest.

The video, released on Twitter, showed an officer striking 19-year-old Kamal Gelle after a traffic stop.

The officer in the video is also on administrative leave. His identity has not been released.
