A controversial proposal to mine gravel on the edge of Jordan is running into trouble.
The Scott County board will be told on Tuesday that its staff is holding up a yellow light after an environmental study.
The board needs to decide on the adequacy of the Jordan Aggregates Final Environmental Impact Statement, published in November.
Since then two state agencies, the Pollution Control Agency and the Department of Health, have found the document inadequate in key areas having to do with impacts on water.
The problems concern groundwater monitoring and mitigation, and prevention of threats to the deeper aquifer, according to a memo to commissioners.
The board is being advised to "direct staff to work collaboratively with the state agencies to address these inadequacies by preparing an acceptable [plan]."
Plans for the 80-acre site have also drawn public fire over air quality and damage to roads.
