A controversial proposal to open a sand and gravel mine near the protected St. Croix River hit a hard roadblock last week when the Scandia Planning Commission recommended denial of a permit.
Tiller Corp. of Maple Grove wants to reopen an old mine to excavate more than 1 million tons of sand and gravel and process it elsewhere.
The permit doesn't seek to extract the more profitable and controversial ultra-fine "fracking" sand used in oil drilling.
The Planning Commission decided the proposed project doesn't comply with the city's comprehensive code, which requires in part that it "promote and enhance the general public welfare and will not be detrimental to or endanger the public health, safety, morals or comfort." The commission also said the code wouldn't allow any damage to property values and scenic views.
Now, the City Council will discuss the matter on Tuesday and again on Feb. 19 at 7 p.m. A hearing was closed Dec. 19.
