Lucinda Jesson was excited Wednesday as her family members helped her with her new robe at the swearing-in ceremony for two new judges on the Minnesota Court of Appeals at the Landmark Center in St. Paul. Jesson, former head of the state Department of Human Services, and Tracy Smith, former counsel for the U, are new court appointees.
