Kuwait hopes to open an embassy in Iraq for the first time since Saddam Hussein invaded the tiny oil-rich country in 1990, said Kuwaiti Foreign Minister Sheik Mohammed Al Sabah. He told reporters that Kuwait wants to buy a building in Baghdad's fortified Green Zone for the new embassy. He said an ambassador would be named after Baghdad selected an ambassador to Kuwait; it is now represented by a charge d'affaires.

The family of a contractor kidnapped in Iraq said that U.S. officials have found a body near Basra that they think may be his. Jonathon Cote of Getzville, N.Y., was one of six Western contractors kidnapped in two separate incidents. Bodies of the other contractors have been recovered, including that of Paul Johnson-Reuben of Buffalo, Minn.
