Both Ramsey County and Minneapolis submitted proposals Thursday for a new Minnesota Vikings stadium, with the county upping its local contribution to $375 million but asking permission to levy a three percent food and beverage tax.

Some key legislators have balked at giving Ramsey County authority to levy the tax for a $1.11 billion Vikings stadium in Arden Hills, but the county is arguing that many cities and counties have received similar permission over the past 30 years.

"Since 1981," according to the county's stadium proposal, "local sales taxes have been authorized in previous legislation for 29 cities and counties."
