One man was found stabbed to death in an apartment hall in Mounds View and an injured man was also discovered at the scene by police and arrested, authorities said Friday.

The bloodshed occurred sometime around 8:45 p.m. Thursday at an apartment building in the 7700 block of Silver Lake Road, police said.

Officers first came upon a 51-year-old man outside the apartment complex and had him taken to a hospital with noncritical stab wounds, according to police.

Officers then found a second man in a third-floor hall not far from his apartment. The man was dead. Police identified him as Perry Paulson, 49, who lived at the apartment complex.

The injured man was placed in police custody and was under guard at Regions Hospital on suspicion of second-degree murder.

The two men "were acquainted, but we don't know more at this stage," said Police Chief Tom Kinney.

The chief said the man could be charged as soon as Monday. His criminal history in Minnesota includes convictions for disorderly conduct, domestic assault, robbery, burglary and a host of alcohol-related offenses.

A southeastern Minnesota man has pleaded not guilty to charges he shot and killed his neighbor's dog in March.

Eighty-five-year-old Everett Kabage of rural Spring Valley pleaded not guilty Thursday to felony animal cruelty.

According to the complaint, the owner of the 2-year-old yellow Labrador let the dog outside and later realized it had crossed over its electronic barrier. The homeowner said he found the dog in a field with a blood trail leading back to Kabage's yard and called authorities.

A deputy who spoke with Kabage said he apparently had been drinking at the time and acknowledged shooting the dog with a .22-caliber rifle.

The Austin Daily Herald reports Kabage offered no explanation for shooting the dog other than it was on his property.

The owner of a Duluth head shop says he's willing to stop selling synthetic drugs if all charges against him are dropped.

After a court hearing Friday, Jim Carlson released a letter by his attorney proposing the offer.

Carlson's head shop, Last Place on Earth, sells synthetic drugs and is the subject of several complaints by city officials, residents and businesses.

In the June 4 letter, Carlson's attorney, Randall Tigue, proposed "a global solution" to federal, county and city attorneys.

Tigue wrote that the proposal would resolve issues immediately and dispense with "what promises to be years of protracted and expensive litigation."

Moorhead police say an 87-year-old man died of "homicidal violence."

Police on Friday identified the victim as Henry Andrew Volochenko. He was found dead in his home Wednesday night.

The Minnesota Bureau of Criminal Apprehension is investigating. Authorities are asking for the public's help in reporting any information connected to the killing or possible suspects.

Neighbors told the Fargo Forum that Volochenko was a kind of grandfather figure in the neighborhood. They described him as a kind man who would sometimes hire people from a nearby homeless shelter to do work for him.

An Albert Lea man whose hand was blown off last year in an explosion in his underground bunker has been charged with unlawful felony possession of an explosive device.

An Albert Lea Tribune report says 48-year-old Ronald Irvin Rofshus was making an explosive at his home in October when the blast occurred. He lost part of his left arm and suffered chemical and heat burns.

The criminal complaint quotes Rofshus as saying he was mixing explosives that would explode when fired upon.
