•Defines juveniles involved in sex trafficking and prostitution as "sexually exploited youth," doesn't prosecute them.

•Increases prison sentences for predatory sex offenders.

•Moves offenders in state prisons with less than 60 days left on sentence to county jails.

•Cuts Human Rights Department funding by 65 percent, to be used only for enforcement.
