Here is some of what Gov. Tim Pawlenty proposed:

• 20 percent cut in corporate tax rate and assorted tax credits.

• Create tax incentives to redevelop the St. Paul Ford plant.

• Give Minneapolis and St. Paul mayors full control of their cities' school districts.

• Require teachers to apply for tenure every five years, with renewal linked to student performance.

• Allow consumers to buy health insurance across state lines.
