• First-time DWI offenders would be required to use breath-assisted ignition systems or face license suspensions of six months to one year.

• A second offense could result in a two-year suspension unless drivers installed the ignition system.

• Blood-alcohol limits of 0.15 percent could trigger enhanced administrative sanctions, down from the current 0.2.

• Offenders would pay full costs, about $100 per month.
