Patrol IDs woman killed in Eagan crash, says she didn't have on seat belt

The driver, who was wearing his seat belt, survived his injuries and has left the hospital.

Authorities on Wednesday identified the passenger who died in a crash on a highway ramp in Eagan.

Isabelle M. Nappi, 26, of Rosemount, was in a car that struck a tree Monday night as the vehicle was leaving westbound Hwy. 13 for southbound Hwy. 77, according to the State Patrol.

The driver, 30-year-old Mohamedqadar Alinoor, of Savage, was taken to Regions Hospital in St. Paul and has since been discharged, a hospital spokeswoman said.

Nappi was not wearing her seat belt, while the driver had his on, the patrol added.

Authorities have yet to address why the car left the ramp.
