Outside income: Public or private?

A pair of bills, one before the Senate and one before the House, take diametrically opposite positions on whether outside earnings by public officials and employees should be public or private information. Here's what current law says and what each of the bills would define as "public data":

CURRENT LAW

"... the basis and the amount of any added remuneration, including expense reimbursement, in addition to salary."

HOUSE BILL

"... the basis for and the amount of any added remuneration paid by the employer or a person other than the employer, including expense reimbursement, in addition to salary."

SENATE BILL

"... the basis for and the amount of any employer-paid added remuneration, including expense reimbursement, in addition to salary."
