Director Alexandra Pelosi ("Journeys With George") goes west in "San Francisco 2.0," her new documentary that looks at how the young tech elite are changing her hometown, although, based on what I picked up on my recent visit, Alcatraz has not been converted into a Starbucks. Yet. 8 p.m. HBO

Have spoon, will travel

"Everybody Loves Raymond" co-creator Phil Rosenthal racks up the frequent miles in "I'll Have What Phil's Having," a new series in which the lightning-quick wit travels around the world to see what's on the menu. Since "Raymond" star Patricia Heaton is launching a party-oriented show on Food Network next month, I strongly suspect we'll soon be dining on a series about delicious soups hosted by Doris Roberts. 9 p.m. TPT, Ch. 2
